By Kees Lokhorst, Project Coordinator of the agROBOfood project

During the last decades robots are transforming from simple machines to cognitive collaborators. The distance that has been covered is long, but there are still challenges, as well as opportunities that lie ahead. That was also the main topic of discussion in the agROBOfood event ‘Visioning the future of agri-food robotics’ by a panel of experts of the domain.

The topic was introduced by two inspiring presentations. The first one was by Jérôme Bandry, who shared the vision of CEMA (European Agricultural Machinery). According to their insights digitalization, precision agriculture and robotics will be part or even drive the re-shape of agricultural systems that address the societal challenges. Industrial leadership will be needed to address challenges on investments in the data infrastructure, legislation, and skills development. However, the biggest challenge is to bridge the gap between the development of innovative robotic solutions and the successful uptake of these solutions in practice.

The second one by Dr. Slawomir Sander, Chair of the EU-Robotics AISBL topic group on agriculture robotics showcased the opportunities and challenges for the community involved in the European Robotics for the agri-food production. Those are available in the strategic agenda that was developed by EU-Robotics along with agROBOfood, an H2020 project that aims to build a pan-European network of Digital Innovation Hubs in the agri-food sector. The purpose of this strategic agenda was to contribute to the development of the European Strategic Research and Innovation and Deployment Agenda (SRIDA) of the AI, Data and Robotics PPP, a broad and coherent view of the needs, applications, key challenges for robotics for the agri-food production domain in combination with data and AI, a 360o stakeholder view addressing technology, business, and ecosystem development, and a basis for the vision, alignment, and development of programs, projects, groups, and consortia that aim to contribute to the development and deployment of robotics, AI, and data in the agri-food production network.

The agenda’s vision is well encapsulated in the following sentence: “Future agri-food production networks will be flexible, responsive, and transparent, providing sufficient high-quality and healthy products and services for everyone at a reasonable cost while preserving resources, biodiversity, climate, environment, and cultural differences”. The mission’s respectively in the following: “Stimulate the development and integration of innovative robotic, AI, and Data solutions that can successfully be used in flexible, responsive, and transparent agri-food production networks”.

The current release of the agenda mainly focuses on the food production part. Being a working document though it will serve as a basis for further elaboration to encompass the whole agri-food domain in its full width and depth. With an emphasis on robotics and to a lesser extent on AI and Data, it provides a vision and mission on what robotics should contribute and how to facilitate the transition to a more sustainable agri-food production. Key challenges in terms of technology, ecosystem, and market are derived from 12 use-case themes within the agri-food production domain (table).

The European Commission has published a report by an independent group of experts on Ethics of Connected and Automated Vehicles (CAVs). This report advises on specific ethical issues raised by driverless mobility for road transport. The report aims to promote a safe and responsible transition to connected and automated vehicles by supporting stakeholders in the systematic inclusion of ethical considerations in the development and regulation of CAVs.

The report presents 20 ethical recommendations concerning the future development and use of CAVs based on ethical and legal principles. The recommendations are discussed in the context of three topics areas:

Road Safety, Risk, Dilemmas

Improvements in safety achieved by CAVs should be publicly demonstrable and monitored through solid and shared scientific methods and data; these improvements should be achieved in compliance with basic ethical and legal principles, such as a fair distribution of risk and the protection of basic rights, including those of vulnerable users; these same considerations should apply to dilemma scenarios.

Data and algorithm Ethics: Privacy, Fairness, Explainability

The acquisition and processing of static and dynamic data by CAVs should safeguard basic privacy rights, should not create discrimination between users, and should happen via processes that are accessible and understandable to the subjects involved.

Responsibility

Considering who should be liable for paying compensation following a collision is not sufficient; it is also important to make different stakeholders willing, able and motivated to take responsibility for preventing undesirable outcomes and promoting societally beneficial outcomes of CAVs, that is creating a culture of responsibility for CAVs.

A two-day discussion on the future of European Digital Innovation Hubs (EDIH) took place last month, as over 2000 stakeholders and policy-makers gathered online for the first time to take stock of the upcoming hubs network.

European Digital Innovation Hubs are one-stop-shops where companies and public sector organisations can access and test digital innovations, gain the required digital skills, get advice on financing support and ultimately accomplish their digital transformation in the context of the twin green and digital transition which is at the core of European industrial policy.

The EDIHs will become a network spread across the entire EU, sharing best practices and specialist knowledge and ready to support companies and public administrations in any region and economic sector. EDIHs will also play a brokering role between public administrations and companies providing e-government technologies, and are an important tool in Europe’s industrial and SME policies as they are close to local companies and ‘speak their language’.

Member States have already been invited to designate potential hubs. These potential hubs met for the first time on Tuesday the 26th of January at the Digital Innovation Hubs annual conference, organised in collaboration with the Luxembourg Ministry of Economy. Keynote speakers included Commissioner for the Internal Market Thierry Breton and Luxembourg Prime Minister Xavier Bettel. The 2000+ participants were provided with a unique opportunity to better prepare their submissions for the upcoming call and connect for further collaboration in building up the network of EDIHs.

Commissioner for the Internal Market Thierry Breton said:

Our vision is a resilient EU which is at the forefront of digital, where every citizen is digitally literate and where every single company can use the technology they need. Digital technology will help to provide the best public services in the world, and even small companies will be able to do business everywhere in Europe. This is the Europe we want, and the work of the European Digital Innovation Hubs will contribute to its construction.

The event was a discussion forum for potential EDIH candidates, policy makers and regional managers where the important role of the hubs was put in the context of Europe’s economic recovery and practical questions regarding how to set up a hub were answered. The conference is a crucial step in kick-starting the network, and is critical to building EU capacity to accelerate the digital innovation of businesses.

Half of the €1.5 billion investment in the EDIH network will come from the Digital Europe Programme and the rest through national and regional funds, financing the approximately 200 hubs from 2021 to 2027. They will act as a multiplier and widely diffuse the use of all the digital capacities built up under the different objectives of the Digital Europe Programme. Member States have worked in close collaboration with the European Commission to prepare the call.

Next steps

The potential hubs designated by Member States will be invited to submit their proposals for the call, which will select the hubs participating in the initial network of European Digital Innovation Hubs. Projects will be launched after summer 2021, and will immediately start working towards further digitalisation of all the sectors of the European economy, giving a strong contribution to the recovery after the COVID-19 crisis.

The European Commission and 180 companies and research organisations (under the umbrella of euRobotics) have launched the world’s largest civilian research and innovation programme in robotics. Covering manufacturing, agriculture, health, transport, civil security and households, the initiative – called SPARC – is the EU’s industrial policy effort to strengthen Europe’s position in the global robotics market (€60 billion a year by 2020). The EC further describes how robots can contribute to a range of applications in a memo here. This initiative is expected to create over 240,000 jobs in Europe, and increase Europe’s share of the global market to 42% (a boost of €4 billion per year). The European Commission will invest €700 million and euRobotics will invest €2.1 billion.

European Commission Vice President @NeelieKroesEU, says: “Europe needs to be a producer and not merely a consumer of robots. Robots do much more than replace humans – they often do things humans can’t or won’t do and that improves everything from our quality of life to our safety. Integrating robots into European industry helps us create and keep jobs in Europe.” (SPEECH/14/421)

President of euRobotics Bernd Liepert says: “SPARC will ensure the competitiveness of European robotics industries. Robot-based automation solutions are essential to overcome today’s most pressing societal challenges – from demographic change to mobility to sustainable production”.

Robotics enables companies to continue manufacturing in Europe, where they might otherwise move operations to lower-cost countries. But the potential of robotics goes far beyond the factory: from helping nurses in hospitals to inspecting dangerous power plants and tedious farm work. Autonomous cars and drones are other examples of robots.

Background

The project is launched at the AUTOMATICA 2014 conference in Munich.

SPARC is open to all European companies and research institutions. The partnership launched today is based on a contract signed with euRobotics aisbl on 17 December 2013 (press release).

The first call for proposals related to SPARC are run under the pillar LEIT – Leadership in Enabling and Industrial Technologies of the new EU research and innovation programme Horizon 2020.

The next funding call will be published in October 2014 with an April 2015 deadline. Stay tuned via @RoboticsEU – find out more about EU support to robotics and examples of funded projects.

At 94, Grandma Lea could not live alone anymore, but she wanted to stay at home. She still does thanks to the EU-funded GiraffPlus (@giraffplus) system, which uses a combination of wearable devices, sensors throughout the home and a mobile robot to assist older people in their homes, and to connect them to family, friends and healthcare professionals who need to keep an eye on the person’s health and activities. The system should be in commercial production by the end of 2015. The EU market for robots and devices assisting elderly people is estimated to reach €13 billion by 2016.

“People ask why I don’t just live with my daughter, but she has grandchildren of her own and many new responsibilities. With this valuable assistant that I call ‘Mr Robin’ I’m more relaxed about the years ahead, and so are my children and grandchildren”, explains 94-year-old Lea Mina Ralli, also known as Grandma – ‘nonna’ in Italian – Lea. She has been using the GiraffPlus system for 5 months and often writes about ‘Mr Robin’ on her blog (in Italian). In our ageing society, many elderly people are in the same situation, and robotics can offer a safe and affordable solution.

€3 million of EU funding was invested in GiraffPlus to test how robots and other devices could help older people live safer, more independent lives. The sensors are designed to detect activities like cooking, sleeping or watching television and monitor health – blood pressure or sugar levels for example. They also allow the person’s caregivers to monitor their wellbeing remotely and to check for falls. A robot moves around the home and allows family, friends and carers to virtually visit the person.

Silver generation and economy

Vice-President of the European Commission @NeelieKroesEU, responsible for the Digital Agenda, says: “None of us is getting any younger. But we all want to know that we will not lose our dignity, respect and independence as we age. The EU is investing in new technology that can support the silver generation – adding not just years to our life, but also life to our years!”

Europe’s over-65s have a disposable income of over €3,000 billion and much of this will be ploughed back into the caring economy. According to Stephen Von Rump, CEO of Giraff Technologies AB, the EU market for robots and other devices assisting our elderly will reach €13 billion by 2016.

“GiraffPlus will be in 15 homes by the end of 2014”, says Amy Loutfi, the project coordinator based at Örebro University, Sweden. “So far we have had six homes in Europe – two homes each in Spain, Sweden and Italy – that have lived with the GiraffPlus system. We currently are in the middle of the evaluations, but we see that various aspects of the system are appreciated differently by the different users. This goes to show that a one-size fits all approach to technology at home is not necessarily the best, and technology should be both adaptable and tailored to user’s needs”.

Current plans are to put the system into commercial production next year, based on an upfront fee and monthly subscriptions that would make it competitive when set alongside increasingly expensive full-time care.

The GiraffPlus consortium includes public and private partners from Italy, Portugal, Slovenia, Spain, Sweden and UK.

Background

The European Commission strongly supports independent living through the use of new technologies – including robotics – as part of the Digital Agenda strategy @DigitalAgendaEU. On top of the new research and innovation programme Horizon 2020 #H2020, two important initiatives are dedicated to taking new technologies to the market and homes and to embedding them in our systems for health and social care.

The Active Assisted Living Joint Programme (@AAL_JP) is an initiative driven by the EU’s member states for applied research on ICT products and services for ageing well. Over a hundred projects have been funded since 2008 and it should be continued under H2020: €25 million of EU funding is foreseen in 2014 and the same amount again in 2015.

The European Innovation Partnership on Active and Healthy Ageing (@EIP_AHA) is a multi-stakeholder partnership to implement innovative ICT-driven technologies for active and healthy ageing at European scale, and to remove barriers that prevent their deployment. One of its six Action Groups focuses on independent living, while others deal with related topics like the prevention and early detection of falls and age-friendly communities and environments.

Funding available under Horizon 2020

Through Horizon 2020 #H2020, many more projects on independent living, including robotics, will be funded. One of the focus areas of Societal Challenge 1 – Health, demographic change and wellbeing is “personalising health and care” (PHC). It notably supports citizen empowerment through self-management of health and disease, health promotion and disease prevention.

The PHC calls have a total budget of €549.3 million for 2014 and €537 million for 2015. Two specific challenges are specifically devoted to robotics (PHC 10-2014 and PHC 19-2014) and two other are dedicated to ICT solutions for independent living (PHC 20-2014 – PHC 21-2015).
